- An employment contract needs the Commissioner's attestation. Under section 33 of the Employment Act, 2023 a contract is not binding for labour purposes until the Commissioner vets and attests it, and a fine applies if you skip it.
- Agency-style employment needs a licence. The 2023 Regulations require a licence for a private employment agency, a term that includes employing workers for a user enterprise, so the employment route needs checking first.
- The minimum wage moved in April 2026. The National Revenue Authority says the new national minimum wage is NLe 1,200 from 1 April 2026, up from the older rate that many guides still quote.
Sierra Leone's Employment Act, 2023 sets probation of up to six months, one month's notice on an open-ended contract and 14 weeks of maternity leave on full remuneration. Minimum end-of-service benefit runs from 6 to 18 weeks by service.
Employment income tax is nil up to NLe 7,200 a year, then 15%, 20%, 25% and 30% in bands. The employer withholds it and also pays 10% of earnings to NASSIT, with the employee paying 5%.
Teamed checks the route for your Sierra Leone hire first, then runs payroll, contracts and compliance where the route allows. This page is the map. Each guide below is the detail.
How does Teamed handle Sierra Leone hiring for you?
Teamed checks the route for your Sierra Leone hire first, then runs payroll, contracts and compliance where the route allows.
Payroll, the written terms and the local rules run on one platform.
Real HR and legal experts manage every Sierra Leone hire, and a designated person runs your first hire from signed terms to first payslip, from $599 per employee per month, with zero FX markup in any currency. There is no setup fee. Employer costs pass through at cost, itemised on every invoice.
The Employment Regulations, 2023 (regulations 49 to 60) say no person may operate as a private employment agency without a valid licence. Regulation 1 defines that term to include employing workers so as to make them available to a user enterprise that assigns and supervises their tasks. Operating without a licence carries a fine of at least 12 months' minimum wage. A model in which one company employs and another directs the work can look like that definition, and the text does not say how it applies to an employer of record. Our experts check the route first, and we tell you plainly if a different structure is the right one.

How much does it cost to hire an employee in Sierra Leone in 2026?
A Sierra Leone hire costs gross pay plus 10% of earnings to NASSIT, plus the leave, sick pay and end-of-service benefit the contract and the Employment Act set.
Income tax and the employee's 5% are withheld from the employee's pay, not added on top.
NASSIT's base is earnings as the NASSIT Act defines them, which leaves out housing, overtime, travel, bonus and commission. An employer of a foreign national also meets work permit fees and a quota rule.
Teamed's Sierra Leone fee is a starting rate, with zero FX markup in any currency. Gross pay, taxes and benefits pass through at cost, itemised on every invoice. The cost guide has worked examples at three pay levels.
Do you need a Sierra Leone company to hire employees in Sierra Leone?
Not always, but the route needs checking first. Sierra Leone's 2023 Regulations require a licence for a private employment agency, which they define to include employing workers for a user enterprise.
Our experts check that before any contract is signed, and we say plainly if your own entity is the right answer.
Hiring directly means taking on the employer's duties yourself: notifying the Commissioner of your business, NASSIT registration, tax withholding, a work permit for every foreign national and the Act's rules on contracts, notice and termination. An employer of record can carry those duties where the route allows it.
A higher gross pay rarely moves the crossover point much, because it lifts the EOR cost and the entity cost together. Teamed's Graduation Model moves you from contractor to employee to your own entity on one platform, where each step is available.
What changed in Sierra Leone employment and tax law recently?
The Employment Act, 2023 repealed five older employment enactments, the minimum wage rose to NLe 1,200 from 1 April 2026, and the Finance Act, 2026 removed the cap on tax-free redundancy payments.
The PAYE bands are the ones the Finance Act, 2020 set.
The National Revenue Authority says the new minimum wage of NLe 1,200 takes effect on 1 April 2026. Its note does not state the period, and we treat it as a monthly rate that we confirm against the wage order before the first payslip.
The bands come from the Finance Act, 2020, which replaced Part I of the First Schedule to the Income Tax Act. We found no later Finance Act through 2026 that changes them, and we confirm the bands before the first payslip.
What leave and benefits must you give Sierra Leone employees?
Maternity leave is at least 14 weeks on full remuneration, six of them after the birth, and paternity leave is two weeks on full remuneration.
Annual leave is stated as an allowance of at least one month's basic salary for each completed year of service.
Overtime, night work and weekly rest have their own rules. We confirm the public holiday list before the first payslip, because it sits outside the Act.
The hiring guide sets out each rule.
What are payroll taxes in Sierra Leone in 2026?
Income tax is nil up to NLe 7,200 a year, then 15%, 20% and 25% in NLe 7,200 bands, and 30% above NLe 28,800.
The employer withholds it and files by the 15th of the following month.
NASSIT is separate: the employer adds 10% and deducts 5% of earnings each month, due within 15 days after the month ends. The tax and payroll guide has the calculation and worked examples.
How do you terminate an employee in Sierra Leone?
An employer needs a fair reason: incompetence, proven misconduct, redundancy or a legal restriction. Notice on an open-ended contract is one month.
Redundancy needs written notice to the Commissioner three months before the changes.
A worker can complain to the Commissioner or the High Court, and an unfair termination can lead to reinstatement or compensation of at least 24 months of the national minimum wage. End-of-service benefit is due within one month.
The termination guide covers notice, redundancy steps and remedies.
What should you know before hiring in Sierra Leone?
Two things catch employers out. A contract needs the Commissioner's attestation, and agency-style employment needs checking against the licence rules.
Both change how a Sierra Leone offer is structured.
Check the route before you sign.
Check the contract before you rely on it. Section 33 says a contract is not binding for labour purposes until the Commissioner vets and attests it, with a fine of at least 12 months' minimum wage for skipping that step. An unattested contract does not take away the worker's accrued rights.
