Three things to know before you hire in Seychelles
  • A termination needs a procedure. An employer who wants to end most contracts first notifies the Chief Executive of the Ministry of Employment, usually 42 days before giving notice, and waits for a determination.
  • Citizens and foreign workers are treated differently. Pension Fund contributions and the thirteenth-month payment are for Seychellois workers, and a non-Seychellois needs an approved post, a permit and an attested fixed-term contract.
  • The law moved in 2025 and more is announced for 2026. The minimum wage rose on 1 April 2025, the thirteenth-month rules were reset in December 2025, and the 2026 Budget plans a living wage and Pension Fund contributions for permit holders.
The short answer

The national minimum wage is SCR 40.95 an hour, or SCR 47.19 for casual workers, from 1 April 2025. The employer pays 5% of gross pay to the Seychelles Pension Fund for each citizen, and the worker pays 5%.

A full-time worker gets 24 days of paid annual leave and up to 21 days of paid sick leave a year. Notice is one month for most workers.

Seychelles licenses anyone who runs an employment agency, and it defines that to include supplying workers to employers, so the route for a hire is worth a check before a contract is signed. This page is the map. Each guide below is the detail.

How does Teamed help with a Seychelles hire?

Teamed's real HR and legal experts check the right route for your Seychelles hire first: employer of record, contractor or your own entity.

That answer decides who the legal employer is, so it comes first.

A designated person takes you through the answer and the next steps, and the experts apply Seychelles' rules on hours, leave, notice and the Pension Fund to the contract you choose.

The check is part of every plan and comes before any contract is signed. Contractor, employer-of-record and own-entity routes run on one platform, so a change of route does not mean a change of provider.

A contractor who becomes an employee keeps their record, and the same person can graduate to your own entity later. Run the Crossover Calculator to see the month the model flips. EOR is the right model for a first hire in many countries, until it isn't.

How much does it cost to hire an employee in Seychelles in 2026?

A Seychellois hire costs gross pay plus 5% to the Seychelles Pension Fund, and in most cases a thirteenth-month payment of one month's pay.

The employee's 5% and the income tax come out of the employee's pay, so they do not add to your cost.

The thirteenth-month payment is owed to Seychellois workers below a prescribed pay limit and is about 8.33% of annual gross pay. Paid leave, sick pay, maternity leave and the compensation owed on termination add to the cost of the job. We found no other employer payroll levy in the sources we read, and we confirm that before the first payslip.

The cost guide has worked examples at four pay levels.

Do you need a local company to hire employees in Seychelles?

Not always, but the route matters here. The Employment Act says nobody may run an employment agency without a licence, and its definition includes supplying workers to employers.

Our experts check which route fits your hire before any contract is signed.

Hiring directly means taking on the employer's duties yourself: income tax withholding, Pension Fund payments, and the Employment Act's rules on hours, leave and termination. An employer of record can carry those duties, and a contractor arrangement carries fewer of them.

The EOR vs entity guide shows what the law says and what we check.

You progress from contractor to employer of record to your own entity on one platform under Teamed's Graduation Model.

What changed in Seychelles employment law recently?

The minimum wage rose on 1 April 2025, and the Employment (Amendment) Act 2025 reset the thirteenth-month rules in December 2025.

The 2026 Budget Speech announces more, and we found no regulation for it yet.

The Employment (Amendment) Act 2025 repealed the 2022 to 2025 performance-linked rules for the thirteenth-month payment and restored the standard rule. The Budget Speech of 12 February 2026 says a national living wage framework would start in phases from July 2026. It also says the Pension Fund will require permit holders to contribute, from the second half of 2026 if consultation allows.

We found no regulation for either measure when we checked on 22 October 2026, and the Ministry's list of minimum wage regulations still ends with the 2025 amendment. We confirm both before a first payslip for a foreign worker.

What leave and benefits must you give employees in Seychelles?

A full-time worker gets 24 days of paid annual leave, up to 21 days of paid sick leave a year, and 16 weeks of maternity leave.

A father who qualifies gets 10 working days of paid paternity leave.

Paternity leave needs 12 months of service and must be taken within four months of the birth. An employer who pays maternity or paternity leave can claim the worker's matching Social Security Act benefit. The hiring guide sets out each rule.

What are payroll taxes in Seychelles in 2026?

The employer withholds income tax on pay above SCR 8,555.50 a month for citizens, and pays it over by the 21st of the next month.

Pension Fund contributions of 5% each from the employer and the Seychellois worker are due on the same day.

Citizens pay nothing on the first SCR 8,555.50 a month, 15% on the next slice up to SCR 10,000, 20% up to SCR 83,333 and 30% above that. Non-citizens are taxed on a different scale. The employer also pays 15% tax on the value of non-monetary benefits such as housing and vehicles.

The tax and payroll guide has worked examples.

How do you terminate an employee in Seychelles?

Notice is one month for most workers, but an employer usually has to go through a negotiation procedure with the Ministry first.

Compensation of five sixths of a day's wage for each completed month of service is usually payable when the cause is not the worker's.

The procedure starts with notice to the Chief Executive, usually 42 days before the employer gives notice, and a determination within 14 days. There are exceptions, including probation and serious misconduct. A worker can bring a grievance, which goes to mediation and then to the Employment Tribunal.

The termination guide covers notice, compensation and the process.

What should you know before hiring in Seychelles?

Two things catch employers out. A foreign worker needs an approved post and an attested fixed-term contract, and nearly every termination needs the Ministry's procedure.

Both change what a first offer can look like.

A non-Seychellois worker needs approval of the post. The employer advertises the job, shows that no Seychellois is available and applies to the Ministry, which aims to decide in 3 to 9 working days. The worker then needs a Gainful Occupation Permit from Immigration, and the fixed-term contract is attested by the Ministry for a fee of SCR 750.

Plan the exit before the hire. The 42-day notice to the Ministry, a 14-day determination and a 21-day wait mean an employer-led exit rarely takes less than two months. We map that timeline for you.

Frequently asked questions

How much does it cost to hire an employee in Seychelles?

Plan on gross pay plus 5% employer Pension Fund contribution for a Seychellois worker, and a thirteenth-month payment of one month's pay for eligible Seychellois workers. The cost breakdown guide has worked examples.

Can a company hire in Seychelles without its own entity?

Often, but the route needs a check. The Employment Act requires a licence to run an employment agency and defines that to include supplying workers to employers. Teamed's experts check which route fits your hire before any contract is signed.

What is the minimum wage in Seychelles in 2026?

SCR 40.95 an hour for most workers and SCR 47.19 an hour for casual workers, in force since 1 April 2025. The 2026 Budget Speech announces a national living wage framework from July 2026, and we found no regulation for it on 22 October 2026.

Is there income tax on wages in Seychelles?

Yes. A citizen pays nothing on the first SCR 8,555.50 a month, then 15%, 20% and 30% in bands. The employer withholds it and pays it over by the 21st of the following month. Non-citizens are taxed on a different scale.

What is the Seychelles Pension Fund contribution?

5% of gross pay from the employer and 5% from the worker, for Seychellois workers. It is due by the 21st of the following month. The Pension Fund Act makes citizens the members.

How much annual leave do employees get in Seychelles?

24 days of paid annual leave for a full-time worker for a full year, and two days for each month for shorter employment. Saturdays, Sundays and public holidays are not counted.

A note from Tom Price-Daniel

Seychelles sets an hourly minimum wage, adds 5% to gross pay for the Pension Fund on each citizen, and usually needs the Ministry's procedure before an employer ends a contract.
Most of the surprises come from the termination procedure, the thirteenth-month payment, and the extra steps for a foreign worker.
Read the guide for the layer you are on before the first offer goes out, not after the first payslip.
