Wages Protection System

The Wages Protection System (WPS) is a UAE government scheme that requires private-sector employers to pay employee salaries electronically through approved channels each month, giving the authorities a record that wages are paid in full and on time, with penalties for firms that fall behind.

What is Wages Protection System?

The Wages Protection System, or WPS, is a UAE electronic salary-transfer framework run by the Ministry of Human Resources and Emiratisation, MOHRE, together with the UAE Central Bank. It requires private-sector employers to pay their workers' wages through approved banks and financial institutions, so that each payment is recorded and can be checked against what is owed.

The purpose is to guarantee that employees are paid the correct amount on schedule. Salaries fall due at the start of each month, and the system tracks whether they are transferred in full, applying escalating consequences when an employer is late.

For any business employing people in the UAE, WPS is not optional. Falling behind can trigger fines, blocks on new work permits, and, in serious cases, suspension of the company's ability to operate, so compliant payroll runs through WPS by default.

How does the Wages Protection System work?

Employers register with MOHRE and pay salaries through banks or approved financial institutions linked to the system. Each transfer is logged, so the authorities can see whether every worker received the right wage on time. The record links the money paid to the labour contract, which makes underpayment or non-payment easy to detect.

The link between the payment record and the labour contract is what lets the authorities spot underpayment quickly, which is the core protection the system provides.

What happens if an employer misses the WPS deadline?

Consequences escalate the longer wages go unpaid. Salaries are due at the start of each month, and a company that transfers late or in part faces a graduated sequence of penalties, including fines, suspension of new work permits, and, for larger employers, referral to the authorities. The pressure builds week by week.

Who has to comply with WPS?

WPS applies to private-sector employers registered with MOHRE across the UAE, covering the great majority of the workforce, with some free-zone and category-specific arrangements. If you employ staff in the UAE, whether directly or through an employer of record, their wages are expected to flow through the system.

  • Is WPS the same as normal bank payroll?
    Not exactly. WPS uses banks and approved institutions, but it adds a government layer: every salary transfer is reported to MOHRE and matched against the labour contract. Ordinary payroll simply moves money. WPS also proves, to the state, that the right wage reached the right worker on time.
  • Does WPS cover free-zone employees?
    Coverage depends on the zone. Most onshore private-sector employers must use WPS, and several free zones apply their own equivalent wage-protection arrangements. Because the rules differ by jurisdiction and are tightening over time, confirm the specific requirement for the zone in which your entity or provider is based.
  • What are the penalties for not using WPS?
    Non-compliance escalates from fines into operational restrictions. An employer that pays late or outside the system can face per-worker fines, a freeze on new work permits, and, for repeated or serious breaches, suspension of company activity.
