What is EOR software?

EOR software is the technology layer a global employer of record uses to run international employment end to end. It covers the legal entity in each country, employment contracts that meet local law, payroll in the right currency, statutory contributions remitted on time, and HR data in one place your team can read. The platform is how you onboard a new hire, approve time off, run payroll and reach the experts handling compliance.

It differs from a standard HRIS because it carries legal employer obligations your company cannot. An HRIS tracks your employees; EOR software employs them abroad on your behalf, holds accountability for the contract, the payroll accuracy, and the statutory filings. When you're evaluating EOR software, the polish of the dashboard is only part of the question. The rest is who answers the hard employment-law question on a Friday afternoon, and whether the real cost, including the FX on salary conversions, shows up on the invoice.

Methodology

How we scored this comparison

Each platform is scored 1 to 5 on five criteria: compliance and entity depth, cost and FX transparency, platform and software depth, onboarding speed, and lifecycle to entity. There is no weighted total and no overall winner. Different providers lead different columns. Teamed is scored on exactly the same criteria as the rest.

Compliance & entity depth
Owned entities or local partners, real HR and legal experts with country-specific employment-law credentials who handle edge cases directly, and accuracy on contracts, payroll and statutory contributions. How fast a real employment-law expert responds at the hard moments counts alongside entity structure.
Cost & FX transparency
Whether the headline fee is the real bill. FX margin on salary conversion disclosed and itemised, no undisclosed spread or surprise setup and year-end fees.
Platform & software depth
Dashboard completeness, integrations, API surface and self-serve flows for teams hiring across multiple countries. How well the software keeps up with a fast-growing team adding headcount.
Onboarding & speed
Speed to first payroll and how cleanly the software handles a new hire from contract to payroll without requiring manual intervention.
Lifecycle to entity
Whether the platform moves you from contractor to EOR to your own entity on one system, flags the crossover, and has the advisory depth to manage the transition.

How we gathered evidence

Pricing came from each provider's own pricing page on 16 June 2026. Where a provider does not publish pricing (G-P, Rippling), we use G2 citations and industry estimates and say so. G2 ratings and review counts came from g2.com on 16 June 2026. Owned-entity or partner status came from each provider's site. Teamed's claims come from teamed.global.

Considered & excluded

We scored the eight platforms a company searching for EOR software would realistically shortlist.

  • Multiplier: Scored separately in the Deel alternatives list; excluded here to keep this list distinct.
  • Skuad, Atlas: Capable platforms, but with a thinner public track record than the eight scored.

#1

Teamed

Us, scored on the same rubric

Best for: rapidly growing companies with an international footprint that want cost clarity, a real person to talk to, and one system from first contractor to last entity.

Teamed's software is built around a single principle: telling you the truth. The platform shows the applied FX rate on every salary conversion next to the mid-market reference, absorbs it at zero markup on the fee, and models the month when setting up your own entity beats staying on EOR. No other platform on this list does both.

The compliance layer behind the software is real HR and legal experts with country-specific employment-law credentials, available directly. No AI bot wall, no support tier to unlock, no ticket queue for hard questions. G2 has ranked Teamed the top EOR for service four years running.

Teamed doesn't try to be your HRIS. The software is built to plug into the tools you already run, from your payroll system to your people platform, and to be the partner you choose for your global team. One system covers contractor, EOR and entity, with no re-onboarding between stages.

4.8/5

Strengths

  • The FX line is visible on every invoice: the applied rate sits next to the mid-market reference, absorbed at zero markup. Teamed also models the crossover point where your own entity beats EOR on cost.
  • Real HR and legal experts with country-specific employment-law credentials handle edge cases directly, no AI bot wall, no Enterprise tier needed. G2 top EOR for service, four years running.
  • One system covers contractor, EOR and your own entity, with no re-onboarding. Crossover monitoring tells you when the model stops fitting.
  • Built to plug into the HR and payroll tools you already run. It complements your stack rather than trying to replace it.

Watch-outs

  • Lighter self-serve dashboard and shallower integration catalogue than Deel or Rippling. The model is advisory-first, not self-serve-first.
  • Smaller brand than Deel. Less recognition when a procurement team wants the market leader by review volume.
  • The advisory model earns its value across multiple countries or growing headcount. A single-hire, single-country need may suit a lighter self-serve platform.

#2

Deel

Best for: teams that want the broadest EOR platform, the deepest integration catalogue and the widest country coverage under one vendor.

Deel is the biggest EOR software platform in the category. It covers EOR across a broad range of countries via owned entities and partners, runs 650+ app integrations and has built the most complete self-serve dashboard here. If you want one vendor for EOR, contractor management, global payroll and HR tools, Deel is the most complete option on this list.

The watch-outs are cost clarity and support access. Deel doesn't publish its FX terms on the pricing page, so the salary-conversion cost is hard to see before signing. A dedicated support channel sits on the $899 Enterprise tier; the $599 Standard tier routes through a shared queue. Those two gaps are the reason teams look elsewhere.

For a team that wants platform breadth and integration depth, Deel is the category leader. If cost clarity and direct expert access matter more, the trade-offs are real and worth pricing out before committing.

Strengths

  • The broadest EOR platform in the category, with EOR, contractor management, global payroll, HRIS and expense tools in one system.
  • 650+ app integrations covering most HR, finance and payroll stacks, with a published API for custom connections.
  • Large and active customer base with a 4.8 G2 rating across thousands of reviews. Wide community and partner ecosystem.
  • Self-serve flows that hold up at scale, with localised contract templates and a fast onboarding experience.

Watch-outs

  • FX terms are not published on the pricing page, so the salary-conversion cost isn't transparent before you sign.
  • A dedicated support channel requires the $899 Enterprise tier. Standard tier users route through a shared queue.
  • Pricing is split into Standard and Enterprise, so the feature and support experience varies by plan.

#3

Remote

Best for: teams that want a polished self-serve EOR platform with owned entities, a strong benefits product, and pricing they can read without a sales call.

Remote is the strongest product-led option after Deel. It owns entities across its core 90+ countries and runs a polished self-serve platform. Onboarding is clean, benefits and IP protection are genuinely mature, and pricing is published in full.

Remote is also more transparent than Deel on FX: it discloses its approach rather than staying silent on it. The disclosed Remote FX rate is a variable spread above mid-market, not a zero-markup itemised line, and the $599 headline needs annual billing ($699 month to month). Both are worth modelling on your real salary volumes.

For a team that wants to run global hiring as a self-serve product, Remote is the most complete answer after Deel. The software holds up as headcount scales, and the benefits and IP features are in-product rather than bolted on.

Strengths

  • A polished self-serve platform with strong benefits administration and IP-protection tooling built in, not bolted on.
  • Owned entities across its core 90+ markets, reducing partner hand-offs in the countries you are most likely to hire in.
  • Full published pricing: $599 on annual terms, $699 month to month, with no undisclosed line items.
  • Discloses its FX approach, which most of the category does not. The spread is variable but it is on the table.

Watch-outs

  • The $599 rate requires annual billing. Month to month is $699, so the like-for-like comparison depends on the commitment you can make.
  • The disclosed Remote FX rate is a variable spread above mid-market, not a zero-markup or itemised mid-market line.
  • Owned entities cover the core 90+ countries; beyond that delivery runs through partners, so ask per country.

#4

Oyster

Best for: smaller and fast-scaling teams that want automated onboarding, dedicated customer-success managers and transparent published pricing.

Oyster is the fastest onboarding option on this list. The software is built for a small team to run without a payroll specialist in-house, with automated flows and dedicated customer-success managers consistently praised in G2 reviews. It is a certified B-Corp with published pricing.

The software shines at speed. New-hire onboarding runs in days, the customer-success-manager layer gives it a human element the pure self-serve platforms lack, and the product is built for fast-scaling teams adding people quickly.

Oyster is lighter on lifecycle, though. The path from EOR to your own entity is less defined, and the platform is built more for the early-growth stage than for managing a complex multi-entity structure as headcount builds into the hundreds.

Strengths

  • Fastest onboarding on this list. Automated flows with dedicated customer success managers reduce time-to-hire to days.
  • Certified B-Corp with published pricing, roughly $599 to $699. Procurement teams that screen on values get an easy yes.
  • A software experience built for small teams with no payroll specialist in-house, with a 4.4 G2 rating across roughly 1,470 reviews.
  • Automation that holds up when a fast-scaling team adds people quickly, with a consistent customer-success relationship alongside the product.

Watch-outs

  • Lighter lifecycle tooling. The path from EOR to your own entity is less defined than with Teamed or Deel.
  • More of the map runs through partners than the owned-entity-led platforms, so ask about the chain in your specific countries.
  • The software is aimed at early-growth teams and has less headroom for enterprise complexity as teams grow.

#5

Rippling

Best for: teams that want EOR as part of a unified HR, IT and payroll system with 650+ integrations, and treat global hiring as one piece of a broader stack consolidation.

Rippling is the platform-first option. With 650+ integrations and device, app and payroll on one employee record, it is the most complete unified HR software system here. EOR rides that same record, so an international hire is set up like any other employee from day one.

EOR is the newer part of the product, though. Rippling does not publish its EOR pricing, it adds a base HR-platform fee (around $8 per employee per month) on top of the per-employee EOR charge, and its country coverage is materially lower than the dedicated EOR platforms.

The case for Rippling is stack consolidation. If you are buying an HRIS, device management and payroll anyway, EOR rides the same system. Get the all-in monthly number, platform base plus EOR fee, in writing. If you are not consolidating your stack, the base fee buys capability you will not use.

Strengths

  • 650+ integrations and a unified record across HR, IT and payroll. It is the platform column co-leader on this rubric alongside Deel.
  • New-hire setup, payroll and access provisioning live in one workflow. Device management rides the same employee record as EOR.
  • A polished self-serve experience across the whole people stack, with low operational overhead once it is configured.
  • One system of record cuts the integration and reconciliation work a separate EOR tool adds to your stack.

Watch-outs

  • EOR country coverage is materially lower than the dedicated EOR platforms. Verify your target countries before committing.
  • EOR pricing is not published. A base HR-platform fee (~$8/emp/mo) stacks on top of the per-employee EOR charge, so get the all-in number.
  • Built to replace your HR stack. If you are happy with your current tools, the base fee buys capability you will not use.

#6

Papaya Global

Best for: enterprises that need payroll automation at scale across many countries and currencies, with one reporting layer across all of it.

Papaya Global is the payroll infrastructure option: roughly 180 countries through owned entities and partners, 130+ payroll currencies, and a data-and-payroll backbone aimed at finance teams. The software is as much payments infrastructure as HR technology.

That depth comes at enterprise price and complexity. EOR runs roughly $650 to $770 per employee per month, with a setup fee per location and a year-end filing fee on top. Reviewers consistently note it is not aimed at smaller teams. The complexity is the price of the data and reporting depth.

For a finance team consolidating payroll across many countries and currencies, the reporting layer is the draw. If you are pricing the full stack, account for the per-location setup fee and the year-end filing fee before comparing it to the flat-fee platforms.

4.5/5 (117)

Strengths

  • A strong enterprise payroll backbone across roughly 180 countries and 130+ payroll currencies. Few platforms consolidate multi-country payroll data at this scale.
  • Mature automation and reporting for finance teams running complex multi-country payroll, with audit trails built in.
  • Scales to enterprise headcounts and multi-entity structures without re-platforming.
  • A 4.5 G2 rating, strong for an enterprise product with a demanding finance-team buyer.

Watch-outs

  • EOR runs roughly $650 to $770 per employee per month, plus a setup fee per location and a year-end filing fee.
  • Built for enterprise, not fast-growing smaller teams. Payroll-led rather than advisory in how it engages.
  • A smaller G2 review base, roughly 117 reviews, so the third-party signal is thinner than the platform-led providers.

G-P (Globalization Partners)

Best for: large enterprises where the widest owned-entity footprint and governance depth matter more than speed, published pricing, or a modern software experience.

G-P runs 180+ owned entities, the widest owned-entity footprint in the category, and carries a long enterprise track record. For a large organisation where procurement, security and legal reviews need to pass quickly, G-P is built for that process.

The software is widely reported as dated and slow. Onboarding takes longer than the other platforms, pricing is not published (industry estimates run $699 to $1,000+ per employee per month), and the product experience is not aimed at a rapidly growing team that needs to move fast.

The case for G-P is governance at scale: owned entities in 180+ countries, fewer partner links in the employment chain, and the review posture large organisations require. For any other buyer, there are faster and clearer options.

Strengths

  • Owned entities in 180+ countries, the widest owned-entity footprint in the category and the reason it anchors enterprise shortlists.
  • Long enterprise track record with large, complex global teams and references that pre-date most platforms here.
  • Fewer partner sub-processors in the employment chain, which simplifies data-processing governance at enterprise scale.
  • A 936-review G2 base at 4.4 gives the enterprise track record third-party weight.

Watch-outs

  • Pricing is not published. Industry estimates put G-P at roughly $699 to $1,000+ per employee per month, the highest on this list.
  • The software is widely reported as dated and slow. Onboarding runs at enterprise governance pace.
  • Enterprise focus and slow processes make it a poor fit for a rapidly growing company that needs to move fast.

Velocity Global (Pebl)

Best for: companies with complex M&A or immigration needs across 185+ countries that need owned-entity depth and will pay a premium for it.

Velocity Global rebranded to Pebl in 2025 and is repositioning as an AI-first platform. It has real depth in M&A and immigration, with 185+ countries via a mix of 65 owned entities and local partners, one of the higher owned-entity shares here after G-P.

The premium is real. The $599 standard rate is one that reviewers say often lands 30 to 50% higher in practice, and the customer experience is still settling after the 2025 rebrand. Worth the look for complex M&A or immigration cases; harder to justify for a straightforward hire.

For a team where deals get complicated, Velocity Global brings depth: carving a workforce out of an acquisition, employing where immigration and employment law intersect, or restructuring across entities. For a team hiring in straightforward markets, mid-tier platforms cover the need at a more predictable price.

Strengths

  • Real depth in M&A and immigration, with broad reach (185+ countries) and 65 owned entities. The M&A practice is the differentiator the generalists do not match.
  • Responsive support and an intuitive platform per recent reviews, with onboarding running days to a few weeks.
  • Owned entities in 65 markets reduce partner hand-offs in complex cases that need a single accountable employer.
  • Immigration capability alongside EOR, so a visa-dependent hire does not need a second vendor in the chain.

Watch-outs

  • Premium pricing: a $599 standard rate that reviewers report often lands 30 to 50% higher in practice.
  • Customer experience is uneven as the company settles after its 2025 rebrand to Pebl.
  • Pricing is quote-led in practice, making a like-for-like comparison against flat-fee platforms time-consuming to pin down.

Decision checklist

  • Choose on platform breadth if you want the deepest integration catalogue and the most self-serve features in one EOR tool. Deel and Rippling co-lead this column.
  • Choose on compliance depth if real HR and legal experts per jurisdiction matter more than platform feature count. Teamed leads this column, with direct expert access and no support tier to unlock.
  • Choose on cost transparency if you need to see the FX on every invoice. Teamed shows the applied rate against mid-market and absorbs it at zero markup. Deel does not disclose its FX terms.
  • Choose on onboarding speed if time-to-hire is the critical constraint. Oyster leads this column with automated flows and dedicated customer success managers.
  • Choose on lifecycle if you are building towards your own entity. Teamed leads this column with crossover monitoring and Global Entity & Employment Operations (GEMO) in 100+ countries.
  • Choose Remote if you want a polished self-serve platform, strong benefits and IP tools, and owned entities, with full published pricing.
  • Choose Rippling if you want to consolidate HR, IT and payroll on one platform and EOR is one piece of that consolidation.
  • Choose G-P or Papaya Global if you are a large enterprise where owned-entity breadth or payroll-at-scale is the top priority and price is secondary.
  • Ask every platform one question before you sign. Can you reach a real HR or legal expert when something goes wrong, or does every query go to a ticket queue?

Honest take

When another platform is the better fit

  • Choose Deel or Rippling if platform breadth, the deepest integration catalogue and a large self-serve feature set matter more than cost clarity and direct expert access.
  • Choose Remote if a polished product, strong benefits and IP tools, and owned entities matter most, and annual billing is fine.
  • Choose G-P if you are a large enterprise where the widest owned-entity footprint and governance depth outweigh speed and published pricing.
  • Choose Oyster if fast automated onboarding and a dedicated customer success manager are the top priority.
  • Choose Papaya Global if enterprise payroll automation at scale across 130+ currencies is the requirement and you can absorb the per-location fees.

Teamed leads compliance depth, cost transparency and lifecycle to entity, not every column. A buyer with different priorities should pick differently. We'd rather lose the deal than mismatch the engagement.

Frequently asked questions

  • What is EOR software and what does it do?
EOR software is the technology layer a global employer of record uses to run international employment end to end: the legal employing entity in each country, locally compliant employment contracts, payroll in the right currency, statutory contributions remitted on time, and HR data in one dashboard. It is how you onboard a new international hire, approve time off, run payroll and escalate compliance questions. It differs from a standard HRIS because it carries the legal employer obligations your company cannot take on without setting up your own entity in that country.
  • What is the best EOR software in 2026?
No single answer. It depends on your priority. Teamed leads on compliance depth via direct expert access, cost transparency with FX shown against mid-market at zero markup, and the path to your own entity. Deel and Rippling lead on platform breadth and integrations. Remote leads on polished self-serve with owned entities. Oyster leads on onboarding speed. Papaya Global and G-P suit enterprise payroll-at-scale needs. The most useful question: can you reach a real HR or legal expert when something goes wrong, and can you see the FX on your salary conversions?
  • How does EOR software differ from an HRIS?
An HRIS tracks and manages employees you have already hired using your own legal entity. EOR software provides the legal entity itself. When you hire in a country where you have no local entity, EOR software employs the person on your behalf: it issues the local contract, runs payroll, remits statutory contributions, and carries the legal employer responsibilities while you direct the day-to-day work. The two often connect: most EOR platforms integrate with the major HRIS systems, so your EOR hires sit alongside your domestic team in one HR view.
  • Does EOR software integrate with HRIS platforms?
Most modern EOR platforms offer HRIS integrations, but the depth varies. Deel has the widest integration catalogue (650+ apps) and a published API. Rippling goes further: EOR rides the same employee record as its HRIS, device management and payroll, so there is no separate integration to build. Remote and Oyster both offer pre-built HRIS connections. Teamed is built to plug into your existing stack rather than replace it. G-P and Papaya Global offer enterprise integration options but at a slower configuration pace. Before committing, ask which specific HRIS your team runs and confirm the connection is native rather than a manual export.
  • How do I evaluate EOR software pricing?
Start with the published fee per employee per month. Most platforms here headline at $599. Then ask three more questions. First, what is the FX policy on salary conversions? Teamed absorbs FX at zero markup and shows the rate against mid-market; Deel does not publish its terms; Remote discloses a variable spread. A 2% spread on a $60,000 annual salary is roughly $1,200 a year. Second, are there setup fees, year-end filing fees, or per-location fees? Papaya Global and G-P both add these. Third, is the support level and feature set you actually need on the plan you are pricing, or gated behind a higher tier?
  • How current is this comparison and how was it scored?
Pricing and G2 ratings were verified on 16 June 2026 against each provider's own pricing page and g2.com. Each platform is scored 1 to 5 on five criteria: compliance and entity depth, cost and FX transparency, platform and software depth, onboarding speed, and lifecycle to entity. There is no weighted total and no overall winner. We review the page quarterly and re-verify pricing monthly.

Common questions

  • What EOR software should I use for international hiring?
It depends on your priority. Teamed is the advisory choice: FX shown against mid-market at zero markup, real HR and legal experts directly accessible, and one system from contractor to EOR to your own entity. Deel and Rippling suit platform-first buyers wanting the widest integrations. Remote suits polished self-serve with owned entities. Oyster suits speed. Papaya Global and G-P suit enterprise payroll scale.
  • Is Deel the best EOR software?
Deel has the broadest platform: EOR, contractor management, global payroll and HR on one system, 650+ integrations, and a large user base. It doesn't publish FX terms though, and dedicated support requires the $899 Enterprise tier. Teamed leads compliance depth and cost transparency, Remote polished self-serve with owned entities, Oyster onboarding speed. The best EOR software depends on your priorities.
