The short answer

Liberia's income tax for resident individuals has four steps. The first LRD 70,000 a year is taxed at nil, the next band up to LRD 200,000 at 5%, the band up to LRD 800,000 at 15% and anything above at 25%.

The employer calculates the tax, deducts it from pay and remits it within 10 days after the end of the month. NASSCORP adds 6% for the employer and 4% for the employee.

## How does income tax work for Liberia employees?

Income tax for a resident employee is nil on the first LRD 70,000 a year, then 5%, 15% and 25% in three bands.

The amounts are in Liberian dollars.

| Annual taxable income (LRD) | Tax |
| --- | --- |
| 0 to 70,000 | Nil |
| 70,001 to 200,000 | 5% of the excess over 70,000 |
| 200,001 to 800,000 | 6,500 plus 15% of the excess over 200,000 |
| 800,001 and above | 96,500 plus 25% of the excess over 800,000 |

| Annual taxable income (LRD) | Tax payable (LRD) |
| --- | --- |
| 70,000 | 0 |
| 150,000 | 4,000 |
| 300,000 | 21,500 |
| 1,000,000 | 146,500 |

The bands come from Section 200(a) of the Revenue Code as amended, which reads the same in the Revenue Authority's copy and in a 2020 consolidation. The worked rows are our arithmetic from the table.

The Code states its dollar amounts in Liberian dollars and allows tax to be assessed and paid in US dollars. A payment in US dollars is converted at the Central Bank's market rate on the day. The Code also lets the Minister of Finance adjust the Liberian-dollar amounts when the average exchange rate moves, so we confirm the current amounts before the first payslip.

The Revenue Authority's April 2026 notice on the Tax Amendment Act describes changes to the goods and services tax and to tax administration, not to the personal income tax bands. We found no change to the bands and we confirm them before the first payslip.

## What pay counts as employment income in Liberia?

Gross income includes earnings from employment, including benefits received as non-cash property.

Taxable income is gross income less exclusions, allowed deductions and personal allowances.

The tax table already builds in a standard deduction through its nil band. Income tax residence is a separate question for non-citizens, because a resident is taxed on worldwide income and a non-resident only on Liberian-source income. Section 800 of the Code sets the residence test, and we check each case.

## How does Liberia payroll run each month?

The employer works out each employee's tax, deducts it from pay and remits it, and does the same for NASSCORP.

Income tax is remitted within 10 days after the end of the month.

1. **Add up the month's pay**: Add wages, overtime, allowances and other earnings that count as employment income.
2. **Apply the income tax table**: Withhold tax from each payment in line with the Section 200(a) rates.
3. **Deduct and pay**: Remit the tax within 10 days after the end of the month, with a statement of each employee, payment and amount withheld.
4. **Run NASSCORP**: Deduct 4% from the employee, add 6% for the employer and submit the payroll form.

An employee who gets 90% or more of gross income from employment income subject to withholding need not file a return. Where a return is required, it is due by 31 March after the tax year. An employer that fails to withhold and remit is subject to the Code's late payment penalty.

## How does NASSCORP work for Liberia employers?

The employer pays 4% of gross pay for the National Pension Fund and 2% for the Employment Injury scheme, and deducts a further 4% from the employee.

The Act ordinarily makes each month's contribution due on the last day of that month.

| NASSCORP item | What the law sets |
| --- | --- |
| Employer, National Pension Fund | 4% of the employee's earnings |
| Employee, National Pension Fund | 4%, deducted by the employer |
| Employer, Employment Injury scheme | 2% of the employee's earnings |
| Late payment | 4% of the unpaid amount for each month or part of a month |
| Employer registration | Within 15 days of becoming a legal entity |
| Employee registration | Within 15 calendar days of the start of employment |
| Monthly payroll form | By the end of the following month |

An employer that fails to register can face a fine of US$500 to US$2,000 or up to one year in prison, under the 2023 Regulations. The Act describes the rates as a 10% total, and the Regulations show the 4% and 4% pension shares and the 2% injury share separately. A voluntary contributor pays 7%.

For a resident employee, nil on the first LRD 70,000 a year, 5% on the excess up to LRD 200,000, then LRD 6,500 plus 15% up to LRD 800,000 and LRD 96,500 plus 25% above that.

A note on this page.

This is a guide, not legal, tax or accounting advice. We read the figures on this page from official Liberian texts on 21 October 2026. These are the Decent Work Act, 2015, and the National Social Security and Welfare Corporation Act (Chapter 89 of the Liberian Code, enacted on 27 December 2016). We also read the NASSCORP General Regulations 2023 and the Liberia Revenue Code as amended. For the Tax Amendment Act we read only the Liberia Revenue Authority's April 2026 notice. Minimum wage orders published after the Act, the work permit fee schedule, the public holiday list and the text of that 2026 Act sit in separate instruments that we did not read for this page. We confirm them before the first payslip. Confirm current requirements with the Ministry of Labour, NASSCORP, the Liberia Revenue Authority and a qualified adviser before relying on any figure.
