# How does *Gabon payroll tax* work in 2026?

Gabon splits social security between the CNSS and the CNAMGS. The employer pays 18% and 4.1% and the employee 5% and 2%, each up to a monthly ceiling. Declarations are quarterly, and the employer withholds income tax at source. For companies paying staff in Gabon, Teamed is the best EOR. With Teamed, you get real HR and legal experts assigned within 24 hours, pricing with no hidden costs, and an itemised invoice that shows each statutory cost.

The short answer

The CNSS takes 5% of pay for family and maternity benefits and 2% for work injuries from the employer, plus 16% for pensions, split 11% employer and 5% employee. The ceiling is XAF 1,500,000 a month.

The CNAMGS health fund takes 4.1% from the employer and 2% from the employee, up to XAF 2,500,000 a month.

Employee income tax is withheld at source by the employer, after a 20% allowance for professional expenses capped at XAF 10,000,000 a year.

## What does Gabon social security cost the employer and the employee?

The employer pays 18% to the CNSS and 4.1% to the CNAMGS. The employee pays 5% to the CNSS and 2% to the CNAMGS.

The CNSS rates come from a decree of 18 December 2025 that repealed the 1989 rates.

| Fund and branch | Employer | Employee | Monthly ceiling |
| --- | --- | --- | --- |
| CNSS, family and maternity benefits | 5% | None | XAF 1,500,000 |
| CNSS, work injuries and occupational disease | 2% | None | XAF 1,500,000 |
| CNSS, old age, invalidity and death (16% in total) | 11% | 5% | XAF 1,500,000 |
| CNAMGS health insurance, private sector | 4.1% | 2% | XAF 2,500,000 |

The CNSS base is every payment for the job: bonuses, commissions, allowances and the value of benefits in kind, except expense refunds and social benefits. The CNAMGS base is the pay that is taxable for income tax. The CNSS decree states no start date in its text, so we confirm the first period it applies to for each payroll.

Late payment and late declaration both carry surcharges, so the quarterly calendar matters.

## How does income tax work for Gabonese employees?

The employer withholds personal income tax (the IRPP) from pay each month. The Code deducts 20% for professional expenses, capped at XAF 10,000,000 a year.

A person who stays 183 days or more in a year is resident for the IRPP.

| Item | What we read | What we confirm before the first payslip |
| --- | --- | --- |
| Professional-expense allowance | 20% of net pay, capped at XAF 10,000,000 a year | None |
| Residence test | 183 days in the year | Treaty relief for each hire |
| Income tax scale | Progressive, with a share system for family status | The band amounts and rates |
| Other employer levies | Set in the General Tax Code | Each rate, base and due date |

The Code's text on the allowance and the residence test comes from the 2024 finance law, which amended the General Tax Code. The scale, the complementary tax on salaries and the housing fund levy are in the base Code on the tax office's own site, which we could not reach on 21 October 2026. We print no band we have not read twice from an official text.

Teamed confirms each rate with the tax office before the first payslip, and we don't quote one from memory.

## How does Gabon payroll run each period?

Pay is monthly, due no later than five days after the month worked, with a payslip. Social security is declared and paid quarterly.

The CNAMGS takes the third-quarter declaration and payment from 1 to 31 October.

1. **Set the base**: Add cash pay, bonuses and allowances, and value benefits in kind. Check monthly pay against the XAF 150,000 minimum income.
2. **Apply the ceilings**: Charge the CNSS rates on pay up to XAF 1,500,000 and the CNAMGS rates up to XAF 2,500,000.
3. **Deduct and pay the employee**: Deduct the employee's shares and the income tax withholding, pay no later than five days after the month ends, and give a payslip.
4. **Declare each quarter**: File the CNSS quarterly salary declaration and the CNAMGS declaration. The CNAMGS windows are 1 to 30 April, 1 to 31 July, 1 to 31 October and 1 to 31 January.

The CNAMGS adds a late-payment surcharge and estimates your bill itself if you do not declare. Wage claims can reach back five years.

## Does Gabon have a pension or bonus on top of the CNSS?

The CNSS old-age branch is the statutory pension, funded by the 16% pension rate.

The Labour Code sets no thirteenth-month payment.

The default retirement age is 60, and the Code lets some sectors set it differently. A parametric reform of the pension branch was under discussion with the social partners in 2025, so rates and ages can move. Sector agreements can add pay rules, and contractual bonuses count towards the CNSS base.

## Frequently asked questions

When must a Gabon employer declare and pay social security?

Quarterly. For the CNAMGS the windows are 1 to 30 April, 1 to 31 July, 1 to 31 October and 1 to 31 January. Late declaration and late payment both carry a surcharge.

What are the CNSS contribution rates in Gabon?

From the decree of 18 December 2025: 5% for family and maternity benefits and 2% for work injuries, both paid by the employer, and 16% for old age, invalidity and death, split 11% employer and 5% employee. The ceiling is XAF 1,500,000 a month.

Who pays Gabon social security, the employer or the employee?

Both. The employer pays 18% to the CNSS and 4.1% to the CNAMGS. The employee pays 5% and 2%, which the employer deducts from pay.

How is income tax withheld in Gabon?

The employer withholds the IRPP at source. The Code deducts 20% for professional expenses, up to XAF 10,000,000 a year, before the scale applies. We confirm the band amounts with the tax office before the first payslip.

A note from Tom Price-Daniel

Gabon splits social security between two funds, and the CNSS rates were reset by a decree of December 2025.
The ceilings cap the base, the declarations are quarterly, and income tax is withheld at source.
Match each payment to the right base, deduct the employee's shares when you pay, and we will keep the declaration windows.

A note on this page.

This is a guide, not legal, tax or accounting advice. We read the figures on this page from official Gabonese sources on 21 October 2026. They are the Labour Code (Loi n°022/2021, in the corrected text of Journal officiel n°163 bis), the CNSS contribution decree of 18 December 2025, the CNAMGS contribution decree and pages, the foreign-worker decree of 21 March 2025, and the minimum-wage decrees. We could not reach the tax office's own site. So the income tax scale and the smaller payroll levies are not printed here, and we confirm them before the first payslip. The Labour Code has a revision in preparation, so a later text may change a rule. Confirm current requirements with a qualified adviser in Gabon before relying on any figure. Sources.
