The short answer

The employer pays 18% of gross pay to the CNSS, up to XAF 1,500,000 a month, and 4.1% to the CNAMGS, up to XAF 2,500,000. At XAF 1,000,000 a month that is XAF 221,000.

Paid leave builds at 2 working days a month. Notice, dismissal pay and the foreign-worker file fee are costs you budget for yourself.

## What does an employer pay on top of gross pay in Gabon?

The employer pays 18% to the CNSS and 4.1% to the CNAMGS, each on pay up to its own monthly ceiling.

The share of pay falls once gross pay passes XAF 1,500,000.

| Monthly gross pay | Employer CNSS | Employer CNAMGS | Employer total | Share of pay | Employee pays |
| --- | --- | --- | --- | --- | --- |
| XAF 500,000 | XAF 90,000 | XAF 20,500 | XAF 110,500 | 22.1% | XAF 35,000 |
| XAF 1,000,000 | XAF 180,000 | XAF 41,000 | XAF 221,000 | 22.1% | XAF 70,000 |
| XAF 2,000,000 | XAF 270,000 | XAF 82,000 | XAF 352,000 | 17.6% | XAF 115,000 |

The figures are our arithmetic. The employer's CNSS share is 5% for family and maternity benefits, 2% for work injuries and 11% for old age, invalidity and death. The employee pays 5% to the CNSS and 2% to the CNAMGS, which is deducted from pay and does not add to your cost.

The CNSS base counts cash pay, bonuses and allowances, and the value of benefits in kind. It leaves out expense refunds and social benefits. The employee's income tax is withheld from pay as well, so it is not an employer cost.

## Which other costs belong in a Gabon budget?

Budget for paid leave, notice, dismissal pay and, for a foreign hire, a XAF 500,000 file fee on top of the contributions.

Each is set by the Labour Code or a decree, and each is a cost of the job rather than an extra.

| Cost | What the law sets |
| --- | --- |
| Annual leave | 2 working days a month of service, paid at average pay |
| Maternity | 14 weeks, with full salary borne by the social security fund |
| Monthly floor | XAF 150,000 minimum income, set by decree |
| Notice | 15 days to 6 months, by length of service |
| Dismissal pay | 20% of a month's average pay for each year of service, from the first day after probation |
| Foreign hire | XAF 500,000 file fee per application or renewal, not refundable |

Accrue dismissal pay from the first day. A worker with 5 years of service who is dismissed is owed 100% of a month's average pay, which is our arithmetic from the Code's 20% rate. The termination guide has the triggers.

## Does Gabon require a thirteenth-month payment?

The Labour Code we read sets no thirteenth-month payment or holiday bonus.

Any bonus is a matter of contract or sector agreement.

Sector collective agreements can set pay rules, so check the agreement for the role's sector. Contractual bonuses are part of pay and count towards the CNSS base. The Code also sets travel costs for a worker recruited away from the workplace, so budget for the journey where that applies.

## Frequently asked questions

How much does Gabon employer social security cost?

18% of gross pay to the CNSS, on pay up to XAF 1,500,000 a month, and 4.1% to the CNAMGS health fund, on pay up to XAF 2,500,000 a month. The housing fund and other small levies are confirmed before the first payslip.

Does the employer's rate change with pay?

The rates stay fixed, but the ceilings cap the base. Above XAF 1,500,000 a month the employer's CNSS share stops growing, so the total falls from 22.1% of pay at XAF 1,000,000 to 17.6% at XAF 2,000,000.

What is the cost of the minimum income in Gabon?

XAF 150,000 a month for a worker whose gross monthly pay would otherwise be lower. At that pay the employer's CNSS and CNAMGS share comes to XAF 33,150 a month, our arithmetic from the rates.

Is dismissal pay a cost from the first year?

Yes. It has no service condition once probation is over, so a dismissal after 2 years owes 40% of a month's average pay. Accrue it from the start.

A note from Tom Price-Daniel

Gabon adds 22.1% to gross pay up to the ceilings, so a XAF 1,000,000 hire costs XAF 221,000 a month in contributions and one at XAF 2,000,000 costs XAF 352,000.
The bigger numbers are the ones the percentage hides: 24 working days of leave, dismissal pay from day one and the foreign-worker fee.
Budget the ceilings for each employee, and we will show every line on the invoice.

A note on this page.

This is a guide, not legal, tax or accounting advice. We read the figures on this page from official Gabonese sources on 21 October 2026. They are the Labour Code (Loi n°022/2021, in the corrected text of Journal officiel n°163 bis), the CNSS contribution decree of 18 December 2025, the CNAMGS contribution decree and pages, the foreign-worker decree of 21 March 2025, and the minimum-wage decrees. We could not reach the tax office's own site. So the income tax scale and the smaller payroll levies are not printed here, and we confirm them before the first payslip. The Labour Code has a revision in preparation, so a later text may change a rule. Confirm current requirements with a qualified adviser in Gabon before relying on any figure. Sources.
