Three things to know before you hire in Gabon

- **Gabon's Labour Code changed in 2021, and many guides still cite the old one.** Loi n°022/2021 replaced the 1994 Code, and a corrected text was published in May 2022. Check any source against the 2021 text.
- **The social security rates changed for 2026.** A decree of 18 December 2025 sets the employer's CNSS share at 18% of pay up to XAF 1,500,000 a month, and it replaced the 1989 rates.
- **Dismissal pay has no waiting period.** It is due from the first day after probation, at 20% of a month's average pay for each year of service, unless the dismissal is for gross misconduct.

The short answer

Hiring in Gabon adds employer social security of 18% to the CNSS and 4.1% to the CNAMGS health fund on top of gross pay, each up to a monthly ceiling. Employees pay 5% and 2%. The monthly minimum income is XAF 150,000.

The legal week is 40 hours. Paid leave builds at 2 working days a month, and maternity leave is 14 weeks, paid by the social security fund.

Teamed runs payroll, contracts and compliance for your Gabon hire. This page is the map. Each guide below is the detail.

## How does Teamed handle Gabon hiring for you?

Teamed employs your Gabon hire and runs payroll, contracts and compliance [**from $599 per employee per month**](/pricing), with **zero FX markup** in any currency.

Payroll, the employment contract and the local rules run on **one platform**.

**Real HR and legal experts** manage every Gabon hire, and **a designated person** runs your first hire from signed terms to first payslip. There is **no setup fee** and **no exit fee**. Employer costs **pass through at cost, itemised** on every invoice.

Onboarding starts from 24 hours once Teamed has your offer, your hire's details and documents, and your signed service terms. Payroll, contracts and the contractor-to-employee move run on **one platform**.

A Gabon contractor who becomes an employee keeps their record, and the same employee can **graduate** to your own Gabon entity later. Run the [Crossover Calculator](https://www.teamed.global/tools/crossover-calculator) to see the month the model flips. EOR is the right model for a first Gabon hire, **until it isn't**.

## How much does it cost to hire an employee in Gabon in 2026?

A Gabon hire costs gross pay plus 18% to the CNSS and 4.1% to the CNAMGS, each charged on pay up to its monthly ceiling.

That is 22.1% of gross pay for most salaries, before leave, notice and dismissal pay.

The CNSS ceiling is XAF 1,500,000 a month and the CNAMGS ceiling is XAF 2,500,000. Above the CNSS ceiling the employer's 18% stops growing, so the share of pay falls on higher salaries. The housing fund and other small employer levies sit in the General Tax Code, and we confirm them before the first payslip.

Teamed's Gabon fee is a starting rate, with zero FX markup in any currency. Gross pay, taxes and benefits pass through at cost, itemised on every invoice.

The cost guide has worked examples at three pay levels.

## Do you need a Gabonese company to hire employees in Gabon?

No. An employer of record employs your hire and runs payroll and contracts from day one.

Your own entity can cost less as you grow, but the crossover moves with your fee, your entity quote and your growth, so run the Crossover Calculator for your own number.

Hiring directly means taking on the employer's duties yourself: CNSS and CNAMGS registration, quarterly declarations, tax withholding, and the Labour Code's procedures for dismissal. An [employer of record](/employer-of-record) carries those from the first day.

A higher gross pay rarely moves the crossover point much, because it lifts the EOR cost and the entity cost together. The EOR vs entity guide shows what changes in Gabon.

You progress from contractor to EOR to your own Gabon entity on **one platform** under Teamed's [Graduation Model](/graduation-model).

## What changed in Gabon employment law recently?

The 2021 Labour Code replaced the 1994 Code, a decree of 18 December 2025 reset the CNSS rates, and a decree of 21 March 2025 set new foreign-worker quotas.

A revision of the Labour Code is in preparation but is not yet law.

Loi n°022/2021 of 19 November 2021 repealed the 1994 Code. Its first publication contained clerical errors, so the Journal officiel republished the text on 18 May 2022 and told readers to withdraw the first version. We read the corrected text.

The CNSS decree of 18 December 2025 sets the family, work-injury and pension rates, and repeals the 1989 decree. The foreign-worker decree of 21 March 2025 sets quotas by job category and a XAF 500,000 file fee. We found no replacement Labour Code on 21 October 2026.

## What leave and benefits must you give Gabonese employees?

Employees earn 2 working days of paid leave for each month of service, usable after 12 months of presence.

Maternity leave is 14 weeks and paternity leave is 3 consecutive days.

A mother gets 1 extra leave day a year for each child under 16. Nursing mothers have two hours a day for six months, then one hour a day for six more months, paid as working time. The Code pays maternity leave through the social security fund, not the employer.

The hiring guide sets out each rule.

## What are payroll taxes in Gabon in 2026?

The employer pays 18% to the CNSS and 4.1% to the CNAMGS. The employee pays 5% to the CNSS and 2% to the CNAMGS.

Employee income tax is withheld at source by the employer.

Declarations are quarterly. The CNAMGS takes its third-quarter declaration and payment from 1 to 31 October. The Code lets an employee deduct 20% for professional expenses, up to XAF 10,000,000 a year, before the income tax scale applies.

The tax and payroll guide explains the bases, the ceilings and what we confirm with the tax office.

## How do you terminate an employee in Gabon?

Notice runs from 15 days in the first year to 6 months at 20 to 30 years. Dismissal needs a real and serious reason and a set procedure.

Dismissal pay is 20% of a month's average pay for each year of service.

The employer invites the employee to a meeting at least 5 working days ahead, waits 5 working days, and notifies the dismissal within 48 working hours. Breaching the procedure costs 3 months' pay. Economic dismissals need the labour inspector's authorisation.

The termination guide covers notice, dismissal pay, redundancy and protected workers.

## What should you know before hiring in Gabon?

Two things catch employers out. Dismissal pay starts on day one after probation, and a foreign hire needs an employment authorisation.

Both change what a Gabon offer costs and how long it takes.

**Dismissal pay has no service threshold.** A worker dismissed after eight months is owed 20% of a month's average pay for each year, so budget for it from the first day. Gross misconduct is the exception.

**A non-Gabonese hire needs an employment authorisation.** The minister has one month to decide. The authorisation lasts up to two years, costs a XAF 500,000 file fee, and counts against quotas of 10%, 15% and 2% by job category.

What are the statutory notice periods in Gabon?

15 days up to one year of service, then 1 month, 2 months, 3 months, 4 months, 5 months and 6 months at 20 to 30 years, plus 10 days for each year beyond 30. Economic dismissals carry a guaranteed minimum of 3 months.

A note from Tom Price-Daniel

Gabon runs on a 2021 Labour Code that many guides still describe as the 1994 one, and its social security rates changed again for 2026.
Most of the surprises come from dismissal pay with no waiting period, a fixed procedure with a 3-month penalty, and the foreign-worker rules.
Read the guide for the layer you are on before the first offer goes out, not after the first payslip.

A note on this page.

This is a guide, not legal, tax or accounting advice. We read the figures on this page from official Gabonese sources on 21 October 2026. They are the Labour Code (Loi n°022/2021, in the corrected text of Journal officiel n°163 bis), the CNSS contribution decree of 18 December 2025, the CNAMGS contribution decree and pages, the foreign-worker decree of 21 March 2025, and the minimum-wage decrees. We could not reach the tax office's own site. So the income tax scale and the smaller payroll levies are not printed here, and we confirm them before the first payslip. The Labour Code has a revision in preparation, so a later text may change a rule. Confirm current requirements with a qualified adviser in Gabon before relying on any figure. Sources.
