The short answer

The employer's statutory cost for a citizen is the provident fund contribution, at most E215 a month in 2026, because the Fund only counts wages up to E4,300 a month.

Income tax is withheld from the employee's pay. The costs you budget for yourself are paid leave, sick pay, severance and, depending on the sector, the minimum wage order.

## What does an employer pay on top of gross pay in Eswatini?

For a citizen, the employer pays a provident fund contribution to the Eswatini National Provident Fund, at most E215 a month in 2026.

Employee income tax is withheld from pay, so it does not add to the employer's cost.

| Year | Wages on which contributions are payable (E a month) |
| --- | --- |
| 2026 | 4,300 or less |
| 2027 | 4,600 or less |
| 2029 | 5,200 or less |

These ceilings come from the Eswatini National Provident Fund (Statutory Contributions) Regulations, 2025 (Legal Notice No. 5 of 2025), which the Fund reproduced in its January 2026 public notice. Wages above the ceiling are disregarded. From 1 January 2026 the maximum contribution rose from E400 to E430 a month, shown by the Fund as 215:215.

| Monthly gross pay (E) | Employee fund share (E) | Income tax withheld (E) | Employee takes home (E) | Employer cost before any fee (E) |
| --- | --- | --- | --- | --- |
| 6,000 | 215 | 474 | 5,311 | 6,215 |
| 10,000 | 215 | 1,346 | 8,439 | 10,215 |
| 20,000 | 215 | 4,304 | 15,481 | 20,215 |

The table is our arithmetic for a citizen on the published bands and the E8,200 rebate, with the fund share deducted before tax as the tax authority's guide describes. These are illustrative pay levels, not minimum wages. The Fund's notice shows E215 each on the E4,300 ceiling, which is 5% of the ceiling, but we have not read the regulation that sets the percentage. For pay under E4,300 we confirm the rate before the first payslip.

Under the Swaziland National Provident Fund Order, 1974 an eligible employee excludes a casual employee, a person who is not a citizen of Eswatini and a person in an excepted employment. So a non-citizen is usually outside the Fund. A citizen is covered, and the employer pays the contribution within 21 days after the end of the month.

## What does Teamed charge on top?

Teamed's pricing has **zero FX markup** in any currency and no setup fee.

For Eswatini we first check that the route is open, so the fee is confirmed after that check.

Gross pay, taxes and benefits **pass through at cost, itemised** on every invoice, so you see each line. Pricing has no hidden costs, and **real HR and legal experts** come on every plan. Payroll and advice run on **one platform** where the route allows.

The [pricing page](/pricing) shows the starting rate. Run the [Employer Cost Calculator](https://www.teamed.global/tools/employer-cost) to model an Eswatini hire at your own pay level. EOR is the right model for a first hire in many countries, **until it isn't**.

## Which other costs belong in an Eswatini budget?

Budget for paid leave, sick pay, severance and the wage floor in the sector order.

Each is set by the Employment Act or an order, and each is a cost of the job rather than an extra.

| Cost | What the law sets |
| --- | --- |
| Annual leave | At least two weeks on normal pay after each twelve months |
| Sick leave | After three months, up to 14 days on full pay and up to 14 days on half pay each year |
| Maternity | At least 12 weeks of leave, with at least two weeks on full pay |
| Severance | Ten working days' wages for each completed year in excess of one year |
| Notice or pay in lieu | Wages for the notice period, which grows with service |
| Minimum wage and overtime | Set by the sector Wages Regulation Order |

Severance builds with each completed year after the first. The Act lets an employer who runs its own pension or gratuity scheme recover its own contributions, up to the severance paid, so check the terms of any such scheme.

The termination guide has the triggers. Accrue the cost from the first year.

## Does Eswatini require a thirteenth-month payment?

We found no thirteenth-month, Christmas or holiday bonus in the Employment Act.

Any bonus is a matter of contract or sector order.

Pay slips must show any bonuses or allowances paid. Contractual bonuses count as employment income for tax, so the employer withholds income tax on them. Check any sector order or collective agreement before you price an offer.

## Frequently asked questions

Does Eswatini have employer social security contributions?

For citizens, yes. The Eswatini National Provident Fund takes contributions on wages up to E4,300 a month in 2026, at most E215 from the employer and E215 from the employee. A non-citizen is not an eligible employee under the Fund's Order.

Does the employee pay income tax on top of the employer's cost in Eswatini?

No. Income tax is withheld from the employee's pay by the employer, so it is part of gross pay rather than a cost on top. The employer's own addition is the fund contribution for a citizen.

What is the provident fund ceiling in Eswatini?

E4,300 of wages a month in 2026, E4,600 in 2027 and E5,200 in 2029, under Legal Notice No. 5 of 2025. Wages above the ceiling are disregarded for contributions.

Is severance a cost from the first year?

It starts once an employee has more than one year of service, at ten working days' wages for each completed year. We accrue it from the first year so that the cost is never a surprise.

A note from Tom Price-Daniel

Eswatini keeps the employer's statutory cost small: a provident fund share of at most E215 a month for a citizen, on wages capped at E4,300.
The bigger numbers are the ones a percentage would hide: annual leave, paid sick leave and severance counted by the year.
Budget the leave and severance for each employee, and we will show every line on the invoice.

A note on this page.

This is a guide, not legal, tax or accounting advice. We read the figures on this page from official Eswatini sources on 21 October 2026. They are the Employment Act, 1980, the consolidated text on the Eswatini National Provident Fund (ENPF) site with amendments marked to 1997, and the Swaziland National Provident Fund Order, 1974, also from the ENPF. They also include the ENPF public notice on Legal Notice No. 5 of 2025, the Industrial Relations Act, 2000 as published in the Government Gazette of 7 June 2000, and the Eswatini Revenue Service website. We did not read later amendments to the Acts. The sector minimum wage orders, the public holiday list, work permit fees and any skills or workers' compensation levy sit in instruments we could not read officially, so we confirm them before the first payslip. Confirm current requirements with the Ministry of Labour and Social Security, the Eswatini Revenue Service, the ENPF and a qualified local adviser before relying on any figure.
