Three things to know before you hire in Dominica

- **Dominica gives employees a right to work.** After probation, an employer can end a job only on the grounds the Protection of Employment Act lists, with written notice that gives the reason.
- **Redundancy benefit can reach 52 weeks of pay.** It starts after 3 years of continuous employment and is paid by the employer.
- **A flat 10% income tax was announced for 1 January 2027.** It was not law when we checked, so the 15%, 25% and 35% bands still apply today.

The short answer

Hiring in Dominica adds 8.00% Social Security on top of gross pay for most employees, and 7.75% for the few the Protection of Employment Act excludes. The minimum wage is EC$9.00 an hour for most categories.

Employees pay 6.75% Social Security and income tax of 15%, 25% or 35% above a EC$30,000 allowance. This guide covers the Commonwealth of Dominica, not the Dominican Republic.

## How does Teamed help with hiring in Dominica?

Teamed's experts check the hiring route first, then run payroll, contracts and compliance where a route is open, [**from $599 per employee per month**](/pricing), with **zero FX markup** in any currency.

Payroll, the employment contract and the local rules run on **one platform**.

Teamed's real HR and legal experts check the hiring route first, and tell you plainly which routes are open for your role. **Real HR and legal experts** sit on every plan, and **a designated person** runs your first hire from signed terms to first payslip. Employer costs **pass through at cost, itemised** on every invoice.

Where a route is open, onboarding starts from 24 hours once Teamed has your offer, your hire's details and documents, and your signed service terms. Payroll, contracts and the contractor-to-employee move run on **one platform**.

A contractor who becomes an employee keeps their record, and the same employee can **graduate** to your own entity later. Run the [Crossover Calculator](https://www.teamed.global/tools/crossover-calculator) to see the month the model flips. EOR is the right model for a first Dominica hire, **until it isn't**.

## How much does it cost to hire an employee in Dominica in 2026?

A Dominica hire costs gross pay plus 8.00% Social Security for most employees, or 7.75% for the few the Protection of Employment Act excludes.

The employee's 6.75% and any income tax come out of the employee's pay, so they do not add to your cost.

The Dominica Social Security office says earnings above EC$7,000 a month carry no contribution. Paid vacation, public holidays, maternity pay and redundancy benefit all add to the cost of the job. The Labour Standards Act sets no thirteenth-month payment.

Teamed's fee here is a starting rate, with zero FX markup in any currency, and it applies only where a route is open. Gross pay, taxes and benefits pass through at cost, itemised on every invoice.

The cost guide has worked examples at three pay levels.

## Do you need a local company to hire employees in Dominica?

Not always, but the route needs checking first. An employer of record is the legal employer and runs payroll and contracts from day one.

Your own entity can cost less as you grow, but the crossover moves with your fee, your entity quote and your growth, so run the Crossover Calculator for your own number.

Hiring directly means taking on the employer's duties yourself: Social Security registration and payment, PAYE, a written contract within 14 days and the Protection of Employment Act's rules on termination. An [employer of record](/employer-of-record) carries those from the first day.

Dominica also has a recruiting-licence law that can reach people who supply workers to another employer. We check that route for each hire.

You progress from contractor to EOR to your own entity on **one platform** under Teamed's [Graduation Model](/graduation-model).

## What changed in Dominica employment law recently?

The national minimum wage rose from EC$7.50 to EC$9.00 an hour for most categories on 1 December 2025, with larger rises for some roles.

Social Security rose to 14.75% combined in January 2026, and a flat 10% income tax was announced for 1 January 2027.

The rates are set by the Labour Standards (Minimum Wage) Order 2025 (S.R.O. 49 of 2025), gazetted on 28 November 2025. It replaced the 2021 Order. The Government's press release of 29 November 2025 lists the whole structure.

The Minister for Finance announced the flat tax in the 2026-27 Budget Address on 4 August 2026. It would replace the 15%, 25% and 35% rates, and the EC$30,000 allowance would stay.

## What leave and benefits must you give employees in Dominica?

Employees are entitled to at least 2 weeks of paid vacation a year, or 3 weeks from 5 years of service, plus the public holidays.

An employee with 12 months' service is entitled to maternity leave, and the employer pays at least half of normal weekly wages for 4 weeks.

Dominica Social Security pays a maternity allowance of 60% of average weekly insurable earnings for up to 12 weeks, if the insured woman meets its contribution tests. The government portal lists 12 public holiday days for 2026. There is no statutory paternity leave.

The hiring guide sets out each rule.

## What are payroll taxes in Dominica in 2026?

Employers pay 8.00% Social Security for most employees. Employees pay 6.75% Social Security and income tax above a EC$30,000 allowance.

Employers deduct PAYE and pay it to the Inland Revenue Division within 15 days after the month ends.

Income tax is 15% on the next EC$20,000 above the allowance, 25% on the next EC$30,000 and 35% above EC$80,000 a year. Social Security contributions are due to Dominica Social Security by the 14th day after the month ends, and late payment carries a 10% late fee.

The tax and payroll guide has worked examples.

## How do you terminate an employee in Dominica?

Dominica gives employees a right to work, so after probation an employer can usually end a job only on the grounds the Act lists.

Those grounds are serious misconduct, repeated misconduct or poor performance after a written warning, and redundancy.

Probation can last up to six months, and an employer can end it without notice if the employee has not shown they can do the job. Notice for a monthly-paid employee is at least one month, or two months after more than ten years.

Where a dismissal is challenged, the complaint goes to the Minister and the Labour Commissioner first, and then to the Industrial Relations Tribunal. The termination guide covers notice, redundancy benefit and the process.

## What should you know before hiring in Dominica?

Two things catch employers out. The minimum wage is hourly and set by occupation, and a written contract is due within 14 days.

Both change what a monthly offer is worth against the rules.

**The minimum wage has no monthly figure.** At the 40-hour standard week, EC$9.00 an hour is EC$360 a week, or EC$1,560 a month on our arithmetic. That is not law, so check the contracted hours and the occupation before you compare an offer with the floor.

**A person who is not a citizen needs a work permit.** Permits last one year and can be renewed. We check the right to work before the contract is signed.

A note from Tom Price-Daniel

Dominica counts a 40-hour week, adds 8.00% to gross pay for the employer, and gives employees a right to work.
Most of the surprises come from comparing a monthly offer with an hourly floor, or from assuming an employer can end a job on notice alone.
Read the guide for the layer you are on before the first offer goes out, not after the first payslip.

A note on this page.

This is a guide, not legal, tax or accounting advice. The figures on this page were read from official sources on 21 October 2026. They come from the Protection of Employment Act, the Labour Contracts Act and the Labour Standards Act in the Revised Laws of Dominica, and from the Labour Standards (Minimum Wage) Order 2025. They also come from the Dominica Social Security contribution tables and guidance, the Inland Revenue Division's tax pages and the Ministry of Labour. The Revised Laws text we could read is the 1990 revision with amendments to 1991, and the Ministry refers to a 2017 revision, so we confirm for any later change before relying on a rule. The government has announced a flat 10% income tax from 1 January 2027 that was not law when we checked. Confirm current requirements with the Labour Division, Dominica Social Security, the Inland Revenue Division and a qualified adviser before relying on any figure.
