The short answer

The employer pays INSS contributions of 6% for pensions on pay up to BIF 450,000 a month and 3% for occupational risks on pay up to BIF 80,000. The most an employer pays for one employee is BIF 29,400 a month.

A foreign hire adds a levy of 4% of annual gross pay. Paid leave, family-event leave, dismissal indemnities and any seniority or housing allowance set by collective agreement are costs you budget for yourself.

## What does an employer pay on top of gross pay in Burundi?

Employer INSS is 6% for pensions on pay up to BIF 450,000 a month and 3% for occupational risks on pay up to BIF 80,000.

The worker pays a further 4% for pensions, which comes out of pay and does not add to your cost.

| Monthly gross pay | Employer pensions (6%) | Employer occupational risks (3%) | Employer total | Share of pay | Worker pensions (4%) |
| --- | --- | --- | --- | --- | --- |
| BIF 200,000 | BIF 12,000 | BIF 2,400 | BIF 14,400 | 7.2% | BIF 8,000 |
| BIF 450,000 | BIF 27,000 | BIF 2,400 | BIF 29,400 | 6.5% | BIF 18,000 |
| BIF 1,000,000 | BIF 27,000 | BIF 2,400 | BIF 29,400 | 2.9% | BIF 18,000 |

The amounts are our arithmetic from the INSS contribution page. The base includes housing allowances, bonuses and gratuities, and leaves out the repayment of expenses. It can never fall below the guaranteed minimum wage.

Over twelve months, the top employer contribution comes to BIF 352,800. The worker's share is deducted from pay, so it is not your cost.

## What does a foreign hire add to the cost?

An employer of foreign labour pays a levy of 4% of the worker's annual gross pay, by 31 March each year.

The employer bears it, and it is payable from the date the work contract is visaed.

The 2026/2027 budget law sets the levy, and the 2025/2026 modified budget law set the same one. On BIF 12,000,000 of annual gross pay, that is BIF 480,000, our arithmetic from the rate. Budget laws are renewed each year, so we confirm the levy again before each 31 March.

## Which other costs belong in a Burundi budget?

Budget for paid leave, family-event leave and dismissal indemnities as well as INSS.

Each is set by the Code, and each is a cost of the job rather than an extra.

| Cost | What the Code sets |
| --- | --- |
| Annual leave | At least 20 working days a year, on average daily cash pay |
| Family-event leave | Paid by the employer up to 15 days a year |
| Maternity | 12 weeks, extendable to 14; medical care and the maternity indemnity fall on the body the employer insured the worker with |
| Dismissal indemnity | From half a month of average pay under three years to three months beyond ten years |
| On the worker's death | An indemnity of at least 3 months of pay to the heirs |
| Housing and seniority | Housing allowance and seniority bonus at the rates a collective agreement or order sets |

Accrue the dismissal indemnity from the first day. It is payable on a dismissal without a gross-misconduct finding. The termination guide has the full scale.

## What about the minimum wage and overtime in the budget?

The Code leaves the guaranteed minimum wage and the overtime, night and holiday premiums to ministerial orders.

We confirm the orders in force for your role before the first payslip.

A ministerial order, made after the National Labour Committee has given its opinion, fixes the wage zones and the minimum rates. The Code gives these orders a four-year horizon. Teamed reads the order in force when it prices your hire, instead of quoting an old figure.

## Frequently asked questions

How much does Burundi employer INSS cost?

6% of pay up to BIF 450,000 a month for pensions, plus 3% of pay up to BIF 80,000 a month for occupational risks. The most an employer pays for one employee is BIF 29,400 a month. The worker pays a further 4% for pensions.

Does the employer's INSS cost change with pay?

As a share of pay, yes. The bases are capped, so the cost is 7.2% of a BIF 200,000 month and 2.9% of a BIF 1,000,000 month. In money it stops rising at BIF 29,400.

What is the extra cost of a foreign hire in Burundi?

A levy of 4% of the worker's annual gross pay, paid by the employer by 31 March each year under the 2026/2027 budget law. A foreign hire also needs a work permit or special authorisation.

Is a dismissal indemnity a cost from the first year?

Yes. A dismissal without a gross-misconduct finding carries an indemnity from the first day, set at a minimum of half a month of average pay under three years of service. It rises to three months beyond ten years.

A note from Tom Price-Daniel

Burundi caps employer INSS at BIF 29,400 a month, so a BIF 200,000 hire costs 7.2% of pay in contributions and a BIF 1,000,000 hire costs 2.9%.
The bigger numbers are the ones the percentage hides: 20 working days of leave, the dismissal indemnity and any foreign-hire levy.
Budget the capped bases for each employee, and we will show every line on the invoice.

A note on this page.

This is a guide, not legal, tax or accounting advice. We read the figures on this page from official Burundian sources on 20 October 2026. These are the Code du travail (Loi n°1/11 of 24 November 2020), the income-tax law as amended by Loi n°1/14 of 24 December 2020, the Institut National de Sécurité Sociale (INSS) contribution pages, and the 2026/2027 budget law. The Code leaves the guaranteed minimum wage, overtime and night premiums and the public-holiday list to ministerial orders and decrees. So we do not print them, and Teamed confirms them before the first payslip. Confirm current requirements with the Office Burundais des Recettes, the INSS and a qualified adviser before relying on any figure. Sources:
