The short answer

The employer pays 8% of gross remuneration in social security. On a base pay of AOA 300,000 a month that is AOA 24,000, and it comes on top of the pay.

The Labour Law adds a holiday gratification and a Christmas subsidy of at least 50% of base pay each. Together with the employer's social security they take the yearly statutory load to about 16.7% of base pay.

## What does an employer pay on top of gross pay in Angola?

Employer social security is 8% of the employee's gross remuneration, and the employee pays a further 3% that comes out of their pay.

The employer pays both shares to the INSS by the 10th of the following month.

| Monthly base pay (AOA) | Employer pays 8% (AOA) | Employee pays 3% (AOA) |
| --- | --- | --- |
| 100,000 (the minimum wage) | 8,000 | 3,000 |
| 300,000 | 24,000 | 9,000 |
| 500,000 | 40,000 | 15,000 |
| 1,000,000 | 80,000 | 30,000 |

The figures are our arithmetic from the rates in Decreto Presidencial n.º 227/18. The base is gross remuneration, and the decree excludes the holiday subsidy by name. Late payment carries interest of 1% a month on the original debt.

A higher rate has been reported as agreed. We found no published decree on 20 October 2026, and a decree is how the rate changes, so these pages use the rates in force.

## What do the two annual payments add to the yearly cost?

The holiday gratification and the Christmas subsidy are each at least 50% of base pay for a full year of service.

Add employer social security, and the yearly statutory load is about 16.7% of annual base pay.

| Item, on AOA 300,000 a month | Per year (AOA) | Share of annual base pay |
| --- | --- | --- |
| Base pay, 12 months | 3,600,000 | 100% |
| Holiday gratification at 50% | 150,000 | 4.2% |
| Christmas subsidy at 50% | 150,000 | 4.2% |
| Employer social security at 8% of base pay and the Christmas subsidy | 300,000 | 8.3% |
| Total employer cost before leave and sickness | 4,200,000 | 116.7% |

The table is our arithmetic from the Labour Law and the social security decree. It assumes the minimum 50% for each payment and no allowances. The decree excludes only the holiday subsidy from the contribution base by name, so we count the Christmas subsidy in it and confirm that before the first payslip. Contracts and collective agreements can set a higher percentage.

## Which other costs belong in an Angola budget?

Budget for paid leave, sick pay, maternity and severance as well as social security and the two annual payments.

Each is set by the Labour Law, and each is a cost of the job rather than an extra.

| Cost | What the Labour Law sets |
| --- | --- |
| Annual leave | 22 working days a year, on pay |
| Public holidays | 12 national holidays |
| Illness or accident | Employer pays for up to 6 months, with a right of recovery from the social security body |
| Overtime | Plus 50% for the first 30 hours a month, plus 75% beyond, and plus 75% on the weekly rest day |
| Night work | An extra 20% of base pay |
| Economic dismissal | One month of base pay per year of service for the first 5 years, then half a month per year |

Accrue severance from the first day, because it grows with every year of seniority. The termination guide has the triggers and an example.

## Does the minimum wage change the cost of an Angola hire?

Yes, for low-paid roles. The national minimum wage is AOA 100,000 a month, and AOA 50,000 for micro-enterprises and start-ups.

A company that cannot pay it can ask the Labour Ministry for temporary authorisation.

Decreto Presidencial n.º 152/24 first set a lower amount, then AOA 100,000 after twelve months. The authorisation to pay less is for a limited period of at most 24 months from the decree's entry into force.

## Frequently asked questions

How much does Angola employer social security cost?

8% of the employee's gross remuneration, with a further 3% borne by the employee. The employer pays both to the INSS by the 10th of the following month. On a base pay of AOA 300,000 the employer's share is AOA 24,000 a month.

What is the yearly statutory load on an Angola hire?

On our arithmetic about 16.7% of annual base pay before leave and sickness: a holiday gratification and a Christmas subsidy of 50% each, plus 8% employer social security on base pay and the Christmas subsidy. Contracts can set more.

What is the cost of the minimum wage in Angola?

AOA 100,000 a month, so the employer's social security is AOA 8,000. The employee's 3% is AOA 3,000, and income tax is nil because the exemption is AOA 150,000 a month. The Labour Law's other payments still apply.

Is severance a cost from the first year?

It arises when the employer ends the contract for economic reasons, and it grows with seniority at one month of base pay per year for the first five years. A fraction of three months or more counts as a year.

A note from Tom Price-Daniel

Angola charges the employer 8% social security, and the Labour Law adds two annual payments of at least 50% of base pay each.
The bigger numbers are the ones the headline hides: the year has more than twelve months of pay, and severance grows with every year of service.
Budget the yearly load for each employee, and we will show every line on the invoice.

This is a guide, not legal, tax or accounting advice. The figures on this page were read from official Angolan sources on 20 October 2026: the General Labour Law (Lei n.º 12/23, Diário da República, 27 December 2023), the national minimum wage decree (Decreto Presidencial n.º 152/24), the social protection contribution decree (Decreto Presidencial n.º 227/18), the 2026 State Budget Law (Lei n.º 14/25, read from a published copy) for the IRT table, the Tax Administration's IRT guidance, the national holidays law and the decree on non-resident foreign workers (Decreto Presidencial n.º 49/25, read from a published copy). A rise in the social security rates has been reported but we found no published decree, and a new personal income tax code has been reported for 2027. Confirm current requirements with the Tax Administration (AGT), the Social Security Institute (INSS) and a qualified adviser before relying on any figure. Sources:
