Three things to know before you hire in Angola

- **Two extra payments are the law, not a bonus.** Every employee is owed at least 50% of base pay as a holiday gratification and at least 50% as a Christmas subsidy for each year of service.
- **Income tax is exempt up to AOA 150,000 a month.** That is the 2026 limit, and the top rate is 25%. A new personal income tax code has been reported for 2027.
- **The Labour Law is recent and strict about process.** Lei n.º 12/23, of December 2023, limits fixed-term contracts to listed reasons and sets a step-by-step disciplinary procedure before any dismissal.

The short answer

Hiring in Angola adds employer social security of 8% of pay, paid by the 10th of the following month. The employee pays 3%. The national minimum wage is AOA 100,000 a month.

Employment income is taxed under the IRT table, which is exempt up to AOA 150,000 a month and tops out at 25%. Annual leave is 22 working days, and Angola has 12 national public holidays.

Teamed runs payroll, contracts and compliance for your Angola hire. This page is the map. Each guide below is the detail.

## How much does it cost to hire an employee in Angola in 2026?

An Angola hire costs gross pay plus 8% employer social security, and the law adds a holiday gratification and a Christmas subsidy of at least 50% of base pay each.

On a base pay of AOA 300,000 a month, our arithmetic puts the yearly statutory load at about 16.7% of annual base pay.

The 8% applies to gross remuneration, and the decree excludes the holiday subsidy from that base by name. The Labour Law also pays sick leave for up to six months, and the employer can recover that from the social security body. Severance for an economic dismissal is one month of base pay for each of the first five years of service.

Teamed's Angola fee is a starting rate, with zero FX markup in any currency. Gross pay, taxes and benefits pass through at cost, itemised on every invoice.

The cost guide has the worked example and the yearly load.

## Do you need an Angolan company to hire employees in Angola?

No. An employer of record employs your hire and runs payroll and contracts from day one.

Your own entity can cost less as you grow, but the crossover moves with your fee, your entity quote and your growth, so run the Crossover Calculator for your own number.

Hiring directly means taking on the employer's duties yourself: social security payments, IRT withholding and the Labour Law's rules on hours, leave and dismissal. An [employer of record](/employer-of-record) carries those from the first day.

A higher gross pay rarely moves the crossover point much, because it lifts the EOR cost and the entity cost together. The EOR vs entity guide shows what changes in Angola.

You progress from contractor to EOR to your own Angola entity on **one platform** under Teamed's [Graduation Model](/graduation-model).

## What changed in Angola employment and tax law recently?

The General Labour Law, Lei n.º 12/23, dates from December 2023, and the minimum wage rose to AOA 100,000 in September 2025.

From 1 January 2026 the IRT exemption is AOA 150,000 a month.

The 2026 State Budget Law, Lei n.º 14/25, raised the IRT exemption and published the current table. A new personal income tax code has been reported for 2027, and a higher social security rate has been reported as agreed. We found no published decree for the rate rise when we checked on 20 October 2026, so the guides use the rates in force.

Decreto Presidencial n.º 49/25 sets the rules for hiring non-resident foreign workers, including a limit on their share of an employer's workforce.

## What leave and benefits must you give Angolan employees?

Annual leave is 22 working days a year, and Angola has 12 national public holidays.

Maternity leave is three months, and the employer pays for illness for up to six months.

The employee also receives a holiday gratification and a Christmas subsidy, each at least 50% of base pay for a full year of service. Paternity leave is one paid day, plus seven working days that the employer does not have to pay.

The maternity benefit rate is set in a separate regulation, so we don't print one. The hiring guide sets out each rule.

## What are payroll taxes in Angola in 2026?

Employer social security is 8% and the employee pays 3%, paid to the INSS by the 10th of the following month.

IRT is withheld monthly, handed over by the end of the following month, and tops out at 25%.

IRT is a progressive table: nothing is due on taxable income up to AOA 150,000 a month, and the marginal rate rises from 16% to 25%. The employer calculates it after deducting the employee's social security.

The tax and payroll guide has the full 11-band table and worked examples.

## How do you terminate an employee in Angola?

A disciplinary dismissal needs just cause and a written procedure that includes an interview with the employee.

An economic dismissal needs 30 days' notice and compensation of one month of base pay for each of the first five years.

A dismissal that a court finds unlawful can mean reinstatement, or an indemnity of one month of base pay per year of service and never less than three months. The employee has 120 days to challenge a dismissal in court.

The termination guide covers notice, compensation, the disciplinary steps and collective dismissals.

## What should you know before hiring in Angola?

Two things catch employers out. Angola adds two statutory payments to the year, and a dismissal has to follow a set procedure.

Both change what an Angola offer costs and how long an exit takes.

**The year has more than twelve months of pay.** The holiday gratification and the Christmas subsidy come on top of twelve months of base pay, so budget for them from the first month.

**A dismissal is a procedure, not a notice letter.** The employer sets out the facts in writing, hears the employee, waits the legal days and records the decision. Skipping a step is how a dismissal becomes unlawful.

A note from Tom Price-Daniel

Angola sets the minimum wage at AOA 100,000, charges the employer 8% social security, and adds two statutory payments to every year.
Most of the surprises come from budgeting twelve months of pay, or from skipping a step in the dismissal procedure.
Read the guide for the layer you are on before the first offer goes out, not after the first payslip.
